Quick answer: Yes — federal OSHA 10/30 does not satisfy NYC Local Law 196. NYC construction sites require a separate SST card on top of your OSHA card. Workers need 10 hours of NYC SST. Supervisors who already hold OSHA 30 typically need the 22-Hour Supervisor Upgrade.
You’ve done safety training before. You know the drill. NYC just has its own version stacked on top of OSHA — here’s the cleanest path to add it.
You worked construction in Jersey, Pennsylvania, Florida, wherever. You got your OSHA 10 or OSHA 30 card. Then you got to a NYC site, and the foreman asked for your SST card. “My what?”
Welcome to NYC. Here’s the gap and how to close it.
OSHA vs. SST — They’re Not the Same Card
Here’s the truth nobody tells out-of-state workers until they’re already on site:
- OSHA 10 / OSHA 30 = Federal safety training. Recognized everywhere. Required by most large GCs nationwide.
- SST (Site Safety Training) = NYC-specific training, required by NYC Local Law 196. Federal OSHA doesn’t satisfy it. State OSHA doesn’t satisfy it. Only NYC SST counts.
NYC decided that the federal floor wasn’t enough for the busiest, most vertical, most complicated construction city in the country. So they layered SST on top.
Your OSHA card is not wasted — most of your SST hours stack on top of it. But until you have the SST card too, you can’t legally work most NYC sites.
Why NYC Made Its Own Card (Local Law 196 in Plain English)
Between 2015 and 2017, NYC had a wave of construction fatalities. The City Council passed Local Law 196 in 2017 to require additional training beyond federal OSHA for anyone working at “major buildings” — basically any structure over a certain size.
Workers need 10 hours of SST training. Supervisors need 62 hours total (most of which transfers from your existing OSHA 30 + supervisor training).
It’s the law. The DOB enforces it. Inspectors check cards. No card = you go home for the day.
Who This Page Is For
If you’re reading this, you’re probably one of:
- The transplant. Moved to NYC for work. Have a valid OSHA card from another state. Just learned NYC has its own thing.
- The traveler. Live in CT, NJ, or PA. Crossing into NYC for a job. Still need the NYC card even if you’re not a resident.
- The day-one panic. Showed up to a job site, got asked for an SST card, didn’t know what that was. Need it fast.
- The foreman/GC. Bringing crew in from out-of-state. Need everyone compliant before Monday.
All of you: same answer. You need SST. We can get you there in 10 hours, online, $179.
Do I Need the 10-Hour Worker or the 32-Hour Supervisor?
Depends on what you do on site.
- 10-Hour SST Worker — General laborers, trades workers, carpenters, electricians, plumbers, demo crew, HVAC techs, scaffold users. If you’re not running the show, this is you. $179.
- 32-Hour SST Supervisor — Foremen, site safety coordinators, superintendents, supervisors. Required if you direct other workers. $449.
If you already have OSHA 30 and you’re moving into a supervisor role in NYC, you’ll want the 22-Hour Supervisor Upgrade — that’s the path that bridges OSHA 30 + existing supervisor training into the full 62 SST supervisor hours. $349.
About the 22-Hour Upgrade — important: This path requires (a) a valid OSHA 30 issued within the last 5 years AND (b) prior recognized supervisor-level site safety coursework. If you only have OSHA 30 and no prior supervisor training, the full 32-Hour Supervisor SST is the correct course. We verify eligibility on every enrollment — if the 22-Hour doesn’t fit your background, we’ll swap you to the 32-Hour at the price difference. No refund hassle, no DOB-rejected cert. Buy with confidence; we’ll catch any mismatch before submitting to NYC.
What’s Actually Included in the Price
This is where we beat the generalists. Every SST course we sell includes three things:
- The training. Video lessons + quizzes, NYC DOB-approved curriculum.
- NYC DOB Training Connect filing. We upload your completion cert to the city’s Training Connect database. Your record shows up in NYC DOB. You don’t touch any paperwork.
- Your physical SST card. Printed and mailed by us — no extra fee, no separate shipping vendor.
Most competitors sell only #1 — the course. You’re left figuring out the DOB filing (#2) yourself and waiting for the city to mail a generic card (#3). We do the whole pipeline end-to-end. That’s the value, not just the sticker price.
Trusted by NYC Workers
Thousands of NYC construction workers trained. NYC DOB-approved provider. Bilingual (EN/ES) curriculum. We handle DOB Training Connect filing on every cert we issue — no paperwork on your end.
Why We’re Among the Lowest-Priced SST Options in NYC
Short answer: we only do SST. That’s it. No OSHA classes. No forklift. No flagger. No security guard. Nothing else.
Other providers sell every certification under the sun — OSHA, fall protection, confined space, scaffold, the whole catalog. That’s fine for them. But they can’t beat us on SST price because SST isn’t their focus.
We specialize. You pay less. That’s the whole pitch.
- $179 — 10-Hour Worker SST (among the lowest published SST prices in NYC)
- $449 — 32-Hour Supervisor SST
- $349 — 22-Hour Supervisor Upgrade
- $125 — 8-Hour Worker Renewal (when your 5 years are up)
Our price is our price. Same flat rate, year-round. No upsells, no “limited time” pressure tactics. We can hold that price because we don’t have a sprawling catalog to maintain.
The Fast Path: From OSHA Card to NYC SST Card
- Pick your course. 10-Hour Worker if you’re not supervising. 22-Hour Upgrade if you are and you have OSHA 30 already.
- Take it online. 100% self-paced. Mobile, tablet, laptop — your choice. Do it in two sittings or two weeks.
- Pass the final. Unlimited retakes included — if you finish the course, you pass.
- We file your DOB paperwork. We submit your Training Connect cert to NYC DOB. You don’t touch the bureaucracy.
- Card arrives. Digital certificate immediately. Physical card typically mailed within 10-15 business days.
Most workers finish in 2-4 days. The course is self-paced — you can grind it out over a weekend or stretch it over a week. Whatever fits around your job.
Does My OSHA Card Count for Anything in NYC?
Yes — for the supervisor path. If you have a valid OSHA 30, you don’t need to retake those hours. The 22-Hour Supervisor Upgrade is designed exactly for OSHA 30 holders moving into NYC supervisor roles.
For the worker path, the 10-Hour SST is required as its own course regardless of OSHA. But the curriculum overlaps a lot with what you already know, so it goes faster than you’d expect.
FAQ
Will my OSHA card from another state expire?
Federal OSHA cards don’t technically expire, but most NYC contractors require them to be issued within the last 5 years. If yours is older, you’ll want to renew OSHA too. OSHA renewal is its own thing — we stay focused on SST so we can keep the SST price low. Plenty of solid OSHA renewal options out there: 360training, ClickSafety, OSHA.com, or any OSHA-authorized online provider. Knock out OSHA, then come back here for SST.
I took SST elsewhere but my cert never showed up in NYC DOB Training Connect. Help?
Yes. We can file orphan SST certs into Training Connect for a flat fee — DOB recognizes the cert once we get it into the database. Email help@sst.nyc with a copy of your completion certificate and we’ll quote it same-day.
I need this by Monday for a crew of 10+ workers. Got a B2B option?
Yes. For crews of 10+ we offer flat-rate group enrollment and can sequence everyone through DOB Training Connect together. Email odell@sst.nyc with crew size and timing — we’ll get you a same-day quote.
Can I work in NYC without SST while I’m taking the course?
Most major NYC sites won’t let you on without an SST card already. Some sites accept proof that you’re enrolled and progressing. Check with your GC before assuming.
How is SST.NYC different from 360training, ClickSafety, or similar?
They sell hundreds of certifications. We sell one thing — SST. That focus is why our price is lower and why our DOB filing process is tighter. Specialists beat generalists.
I need this by Monday. Can you really get me a card that fast?
You can finish the course this weekend. The physical card takes 10-15 business days to mail. But you get a digital certificate the moment you pass — most NYC sites accept that as proof while the physical card is in transit.
What about Spanish?
Full Spanish version of every course. Same prices. Same DOB-approved curriculum. Visit our Spanish hub.
