I Have OSHA, Do I Still Need SST in NYC? (Yes. Here’s Why.)

OSHA vs. SST — They’re Not the Same Card

Here’s the truth nobody tells out-of-state workers until they’re already on site:

  • OSHA 10 / OSHA 30 = Federal safety training. Recognized everywhere. Required by most large GCs nationwide.
  • SST (Site Safety Training) = NYC-specific training, required by NYC Local Law 196. Federal OSHA doesn’t satisfy it. State OSHA doesn’t satisfy it. Only NYC SST counts.

NYC decided that the federal floor wasn’t enough for the busiest, most vertical, most complicated construction city in the country. So they layered SST on top.

Your OSHA card is not wasted — most of your SST hours stack on top of it. But until you have the SST card too, you can’t legally work most NYC sites.

Why NYC Made Its Own Card (Local Law 196 in Plain English)

Between 2015 and 2017, NYC had a wave of construction fatalities. The City Council passed Local Law 196 in 2017 to require additional training beyond federal OSHA for anyone working at “major buildings” — basically any structure over a certain size.

Workers need 10 hours of SST training. Supervisors need 62 hours total (most of which transfers from your existing OSHA 30 + supervisor training).

Will my OSHA card from another state expire?

Federal OSHA cards don’t technically expire, but most NYC contractors require them to be issued within the last 5 years. If yours is older, you’ll want to renew OSHA too. Can I work in NYC without SST while I’m taking the course?

Most major NYC sites won’t let you on without an SST card already. Some sites accept proof that you’re enrolled and progressing. Check with your GC before assuming.
